Issue Summary
In the portal page, all the content channels have the same weight (h2) except course list which is an h1. for frame based pages like this one where the title of the page can not change to reflect information about the page you are in, it is extremely important to indicate the main subject of the page using h1 element. At this time, there is only a color indication as to which tab is active. This type of delivering information is not accessible to screen readers.
To convey which tab is active, use H1 for selected tab. To address the hierarchical organization of the content channels, use h2 for the course list channel like the rest of content channels.
