For people with disabilities the new barriers to full participation in society are access to information technologies. Nowhere better can this be seen in the use of Internet technologies to deliver web based course instructional materials. The web has the potential to be a highly accessible medium to provide people with disabilities equal access to instructional materials. For people with disabilities to have equivalent access web resources must be designed based on universal design principles. The use of universal design principles not only makes web resources more accessible to people with disabilities, but also more accessible to everyone.
